I'm not sure of your location, but a dental school would be your best choice in obtaining lower cost implants. To my knowledge this is the only way to get reduced cost dental implants. Most community service dental clinics are mainly for emergency dentistry like fillings and extractions. Even if you have to drive for awhile - it would probably be worth it to get the reduction in fees. Good luck with you implants!
